This book explores one of the major issues facing mankind today: the relationship between nuclear power and nuclear proliferation. How to harness the vast energy potential of the peaceful atom, without concurrent development of the military atom, requires debate. The book reexamines the nuclear connection in light of the slower-than-anticipated growth rates in nuclear power. Topics include the front and back end of the fuel cycle, national export policies, and international instruments such as the Nonproliferation Treaty and other safeguards.

The distinguished essays are by experts who have grappled with this issue for decades. These experts spurn emotional, highly-charged approaches, realizing that no single political or technical panacea can solve these problems. They propose instead cogent and well-reasoned recommendations that could both strengthen the current nonproliferation regime nd increase the viability of nuclear power around the world. Each essay is strengthened by the inclusion of commentaries by other international experts. Ultimately, all the contributors are optimistic that the growth of nuclear power need not inevitably lead to nuclear arms proliferation.

The Nuclear Connection will challenge and stimulate both specialists who want to know where to go from here and generalists who want to understand the questions involved.

ALVIN M. WEINBERG is director of the Institute for Energy Analysis, which he was instrumental in establishing at ORAU. From 1955 to 1973, he was director of Oak Ridge National Laboratory, where he had worked since 1945. The originator of the pressurized water reactor, Mr. Weinberg has played an active role in the development of nuclear energy. In recent years he has examined the contribution of nuclear power to the energy mix and other public policy issues involving energy and technology. Mr. Weinberg is a member of the U.S. National Academy of Sciences and of the National Academy of Engineering.

MARCELO ALONSO is Executive Director of FITRE, Florida Institute of Technology, Melbourne, Florida. He was formerly the Executive Secretary of the Interamerican Nuclear Energy Commission and Director of Science and Technology of the Organization of American States (OAS). These positions led to considerable involvement in energy (particularly nuclear energy) development in Latin America. He is a physicist and author of several physics books that have been translated into as many as 10 different languages. He has also been a professor at Georgetown University and the University of Havana.

JACK N. BARKENBUS is a political scientist with the Institute for Energy Analysis (IEA), Oak Ridge Associated Universities. At IEA, Mr. Barkenbus has dealt primarily with non-technical issues facing nuclear power. Before joining IEA, he taught and conducted research it the School of Advanced International Studies (SAIS), Johns Hopkins University. While at SAIS, he received a Rockefeller Foundation fellowship to examine ocean resources and international negotiations. As a result of this research and previous work at Scripps Institution of Oceanography (1973-75), he completed a book entitled Deep Seabed Resources: Politics and Technology.
